1. Acceptance of Terms

By downloading, accessing, or using the "My Pasighat" application ("the App"), you agree to be bound by these Terms & Conditions. The App serves two categories of users: (a) Authorized Enumerators/Surveyors engaged by or on behalf of the Pasighat Municipal Council (PMC), and (b) Citizens/Consumers of Pasighat who use the App to view and track their Solid Waste Management (SWM) user-charge/dues status. If you do not agree to these terms, please do not use the App.

2. Purpose of the Application

My Pasighat is an official digital platform developed for the Pasighat Municipal Council to:

• Facilitate systematic, field-verified household and commercial ground surveys for municipal planning and utility management.
• Administer and communicate Solid Waste Management (SWM) user charges and dues status to citizens.
• Support urban development, resource allocation, and service delivery (water supply, sanitation, and waste collection) within Pasighat.

3. Eligibility & Account Access

• Surveyor Accounts: Access is restricted to individuals authorized and designated by the Pasighat Municipal Council. Login is via email address and One-Time Password (OTP).
• Citizen Accounts: Any resident/property owner in Pasighat may log in using their registered mobile phone number and OTP to view survey/billing status linked to their property.
• You must provide accurate registration details and are responsible for keeping your login credentials (OTP/session) confidential. You must not share your account access with unauthorized persons.

4. User Responsibilities

• Accuracy of Information: Enumerators agree to provide true, accurate, and field-verified information when conducting household or commercial surveys, including respondent details, property information, GPS location, and photographs.
• Authorized Use: Surveyors represent that they are duly authorized to conduct official ground data collection on behalf of PMC.
• Location Access: You agree to allow the App to access device location (GPS) where required, solely for the purpose of recording accurate survey coordinates and displaying coverage maps.
• Photograph Uploads: Enumerators agree to upload only genuine, relevant photographs (e.g., property/unit photos, payment receipt images) directly related to the survey being conducted.
• Security: You are responsible for maintaining the confidentiality of your login credentials and for any activity performed under your account.
• Prohibited Activities: You agree not to (a) submit false, fabricated, or duplicate survey data; (b) attempt to access accounts, records, or data you are not authorized to view; (c) use the App for any fraudulent, illegal, or unauthorized commercial purpose; or (d) interfere with, disrupt, or reverse-engineer the App or its backend systems.

5. Solid Waste Management (SWM) Charges & Payment Status

• The App displays SWM fee categories, applicable monthly charges, and payment/dues status for properties surveyed under the PMC program.
• The App does not process online payments and does not collect card, UPI, net-banking, or bank account details. Any "paid" or "due" status shown in the App reflects records maintained/updated by authorized PMC/enumerator personnel and is provided for informational purposes.
• Citizens should verify billing amounts and dues directly with the Pasighat Municipal Council for official confirmation before making any payment through PMC's designated payment channels.

6. Ownership and Intellectual Property

The App, including its design, source code, branding, and all survey/consumer data collected through it, is the property of the Pasighat Municipal Council and/or the Government, developed and maintained on their behalf by Star Solutions. You are granted a limited, non-exclusive, non-transferable license to use the App solely for its intended purpose. You may not copy, modify, distribute, sell, or lease any part of the App or its underlying data without prior written consent.

7. Third-Party Services

The App relies on certain third-party service providers to function, including email/SMS OTP delivery services, Google Maps for location display, and cloud hosting/database providers. Your use of the App is also subject to the acceptable use policies of these providers where applicable. We are not responsible for outages or issues caused by third-party service providers outside our control.

8. Data Collection & Privacy

Your use of the App is also governed by our Privacy Policy, which describes what information is collected (including authentication data, survey data, GPS location, photographs, and billing/consumer records) and how it is used, stored, and protected. By using the App, you also agree to the terms of the Privacy Policy.

9. Limitation of Liability

To the maximum extent permitted by law, the Government, the Pasighat Municipal Council, and Star Solutions shall not be liable for:

• Any inaccuracies, errors, or omissions in data submitted by enumerators or citizens.
• Temporary interruptions, downtime, or data unavailability due to technical maintenance, connectivity issues, or third-party service failures.
• Decisions, actions, or public planning outcomes based on aggregated or individual survey/billing data.
• Any loss or damage arising from unauthorized access to your account due to your failure to safeguard your login credentials.

10. Suspension & Termination

The Pasighat Municipal Council reserves the right to suspend or terminate access to the App for any user, including enumerators found submitting fraudulent, inaccurate, or duplicate data, or any user found violating these Terms & Conditions, without prior notice.

11. Modifications to Terms

The Government/Pasighat Municipal Council reserves the right to update or modify these Terms & Conditions at any time. Material changes will be reflected by an updated "Effective Date." Your continued use of the App after such changes signifies your acceptance of the revised terms.

12. Governing Law & Jurisdiction

These Terms & Conditions are governed by the laws of India and the applicable local regulations of the State of Arunachal Pradesh. Any disputes arising out of or in connection with the App shall be subject to the exclusive jurisdiction of the competent courts in Arunachal Pradesh, India.
