My Pasighat App — Privacy Policy

1. Introduction
"My Pasighat" ("the App") is an official field-survey and municipal service management application built for the Pasighat Municipal Council (PMC), Arunachal Pradesh, India. The App is used by two categories of users:
- Authorized Enumerators/Surveyors, who conduct household and commercial ground surveys, and
- Citizens/Consumers, who can log in to view and track their Solid Waste Management (SWM) user-charge/dues status.
This Privacy Policy explains what information we collect, how it is used, who it is shared with, and the choices you have. By using the App, you agree to the terms described below.
2. Information We Collect
a) Account & Authentication Data
- Surveyors: name, email address, and phone number, used for One-Time Password (OTP) based login.
- Citizens: mobile phone number, used for OTP-based login, and, where applicable, WhatsApp number.
- Temporary OTP codes and their expiry timestamps (not retained after verification).
b) Survey Data (collected by enumerators during official ground surveys)
- Property/respondent details: head of family or property owner name, contact number, WhatsApp number, address, landmark, and ward number.
- Household details: family size, house/property type and ownership, and waste generation (kg/day).
- Commercial/establishment details: business name, business type, size, number of employees, and waste generation.
- SWM fee category, applicable monthly charge, and billing/payment status history.
- Photographs of the property/unit and of payment receipts, uploaded and stored as part of the survey record.
- Precise GPS location (latitude/longitude) captured at the time of survey submission, used to map the surveyed property.
- Revision history/audit trail of edits made to survey records, including which user made the change.
c) Billing/Consumer Data
- Consumer name, phone number, applicable monthly SWM rate, and payment history (amounts, status such as paid/due, late payment surcharge, and billing month).
- Note: The App does not process online payments and does not collect card, UPI, or bank account details. Payment status is recorded/marked within the system by authorized personnel.
d) Device & Usage Logs
- We maintain application activity logs for security and audit purposes, including the action performed, the user/account that performed it, a timestamp, and the IP address associated with the request.
e) Location Permission
- The App requests device location permission (fine/coarse) to record GPS coordinates during surveys and to display the surveyor's location on the coverage map.
f) Local Device Storage
- Login session tokens (JWT) and basic profile information are stored securely on-device using encrypted storage.
- Incomplete/draft surveys may be saved locally on the device (SQLite) until submitted, so work is not lost if connectivity is interrupted.
- The App does not use browser cookies; sessions are managed using Bearer tokens (JWT), not cookie-based sessions.
3. How We Use Your Data
Data collected through the App is used strictly for official municipal purposes:
- To authenticate and authorize enumerators and citizens before granting access.
- To conduct, verify, and maintain official household and commercial ground surveys for the Pasighat Municipal Council.
- To administer and communicate Solid Waste Management (SWM) user charges/dues and payment status.
- To support urban planning, resource allocation, and service delivery (water supply, sanitation, and waste collection) by the Municipal Council.
- To maintain security, prevent misuse, and audit changes made to official records (via activity logs).
- To provide map-based visualization of surveyed properties and coverage.
We do NOT sell, rent, or trade your personal data with third parties for marketing or commercial purposes.
4. Third-Party Services
We use the following trusted third-party service providers strictly to operate the App's core functionality:
- Email OTP delivery: sent via SMTP email service, used only to deliver login OTPs to surveyors.
- SMS OTP delivery: sent via a third-party SMS gateway ("BhashSMS"), used only to deliver login OTPs to citizens.
- Google Maps: used to display surveyed locations, coverage maps, and to assist enumerators in navigating to survey locations.
- Cloud hosting/database: your data (survey records, photos, and account data) is stored on secure servers/databases operated on our behalf.
These providers only receive the minimum data necessary to perform their function (e.g., a phone number/email to deliver an OTP) and are not authorized to use your data for their own purposes.
5. Data Storage & Retention
- Survey, consumer, and billing records are retained for as long as necessary to fulfil municipal record-keeping, audit, and service-delivery requirements, or as required by applicable law.
- Photographs uploaded as part of surveys (unit photos, receipt photos) are stored securely and linked to the relevant survey record.
- Activity/audit logs are retained to support security investigations and accountability.
- OTP codes are short-lived and are deleted/expired automatically after verification or a short timeout.
6. Data Security
We implement reasonable technical and organizational security measures to protect your information from unauthorized access, alteration, disclosure, or destruction, including:
- Encrypted transmission of data between the App and our servers.
- Secure, access-controlled storage of survey and consumer data.
- Role-based access ensuring only authorized personnel (enumerators, PMC staff, and system administrators) can view or edit data relevant to their role.
- On-device encrypted storage of session tokens and cached profile information.
No method of transmission or storage is 100% secure; however, we strive to use commercially acceptable means to protect your data.
7. Your Rights & Choices
- Citizens may contact PMC or the developer (details below) to request access to, correction of, or deletion of their personal information, subject to applicable municipal record-keeping requirements.
- Surveyors' accounts are managed by the Pasighat Municipal Council; access is granted/revoked by authorized administrators.
- You may decline location permission; however, certain survey-related features may not function correctly without it.
8. Children's Privacy
The App is intended for use by adult enumerators and adult property owners/contacts. We do not knowingly collect personal information directly from children. While survey forms may record the total number of family members in a household, they do not collect children's names, dates of birth, or other individually identifying details about minors.
9. Data Controller
The Pasighat Municipal Council (PMC) is the data controller responsible for the collection of survey and municipal service data through this App for official governmental purposes. The App is developed and technically maintained by Star Solutions on behalf of PMC.
10. Governing Law
This Privacy Policy is governed by the laws of India and the applicable regulations of the State of Arunachal Pradesh.
11. Changes to This Policy
We may update this Privacy Policy from time to time to reflect changes in our practices or for legal/regulatory reasons. The updated version will be indicated by a revised "Effective Date" and will be made available within the App.
